My reaction when I read Archbishop Timothy Broglio's comments were similiar to yours, however, mine centered on the priest sex abuse scandals, and characters like Cardinal Theodore McCarrick. I don't remember Broglio's name popping out as somebody outraged that priests not only were not removed from ministry after caught abusing boys, but they were silently transferred to another unsuspecting parish where they continued to abuse. Somehow I am guessing his moral outrage on that issue was not even close to the level of outrage he clearly expresses in his comments over this government bill.
And since when is the U.S. government, or any government, on the hook to feed poor people? Isn't that the Church's job, and not as an NGO with government funding, but as an independent entity taking up collections and getting it done? It used to be.
When any organization takes government money there are strings attached. Know what the strings are on the Catholic Church? Thou shall not preach the Gospel. And that's why they are mute dogs that never contradict the Democratic party line.

I have had a lot of 'bible study' discussion with both ex- and non-Catholics, and whenever I have read or referred to the catechism with them, thinking it will illuminate or clarify the Church's position, instead it just seems to anger and disgust them more. They respond, well why doesn't the Church actually DO what it says there? Or make clear their position? It can be frustrating for sure. I call the catechism "the second greatest book ever written." : )
And even Catholics. In my RCIA class the Religious ed Church lady stormed out when the teaching of Marriage came around. Another Jesuit want to be denied the physical resurrection of Christ body and soul.
To clarify, Catholics believe that God has personal agency: He speaks to us; He acts in, with, and upon us. He has existence outside of us and really has interacted with us. In other words, we believe that Divine Revelation is 'from above' and therefore immutable.
The Modernists, on the other hand, believe that divine revelation is 'from below' and actually originates in human feelings, that it is a kind of mythmaking that comes about from our reaching up to God. It can therefore change with our feelings and our needs. I suspect that most of our bishops are in this second camp.
