It is true that the Most High does raise up political leaders and use them for His plan for our salvation but democracy, as the normative rule of the majority, is the rule of sin over sinners. It is the rule of not what you know but who you know and how manipulative you are willing to be to gain and hang onto power.
Increasingly, and we see this in Catholic politicians, etc, you always have to compromise your soul by making a deal with the Evil One somewhere a long the line to get anywhere. The era when God will use politics and politicians to achieve His ends is over, to be honest, His methods are going to become much more direct, in that He will bring His Judgement to bare on this wicked world and the Church.
We have to remember there is a difference between God *permits* and what God consciously wills. God permits the Evil One to appoint wicked rulers as chastisement for this fallen world, this does not mean He wills it, this is the distinction that Romans 13 taken in isolation blurs too heavily in my eyes. Rather, it must be understood in the context of what Our Lord said in reply to Pilate, that God *permits* rulers of this world far more than He wills it. If I am a manager, a member of staff asks for a break and I say yes, they have willed it and I have used my authority to permit it, but if I say no and send them when I want, I have used my authority to bend them to my conscious will. God will *permit* the elevation of evil rulers, picked by Satan, like the coming Man of Lawlessness, also like Hitler etc from history but He *never* wills it, ie, desires it and enacts it Himself.

You didn't mention the fact that the false pope, Paul VI, set the number of electors as 120.
